The most cost effective way I have found to remove it is with a whole house or point of use filtration using KDF

You can google how it does it's magic.( KDF chlorine) and if you really want to understand the whole story and become a hydrologist of merit prepare for years of study in some place like Grenoble Fr. .The beauty of KDF is that it last and lasts and lasts.( Mine has been working flawlessly for 5 years) It is generally packaged with carbon which does not last. So when do you replace it? Get yourself some chlorine test tabs (do not use a pool test kit as that it is not generally sensitive enough .)and measure the water after the filter from time to time. When it goes positive for chlorine, replace it.
